About the role:
The Mott MacDonald Strategy & Transformation (S&T) Practice has a market-leading position in PPP Transaction and Procurement Advisory Services across the GCC and have set ourselves challenging growth ambitions to further increase our market share and diversify our service offerings.
The S&T Practice exists to help realise the development and investment ambitions of a wide range of developers, investors, funders, asset owners and operators, government departments and agencies in the global infrastructure finance market, with a particular focus on PPPs. We help our customers understand the nature of risk and opportunity in infrastructure development, and the sustainable value of their endeavour across the project life cycle.
We are seeking a senior-level technical advisor with deep expertise in PPP transaction advisory to lead and deliver complex infrastructure projects across the GCC. This role is ideal for a consulting professional with an engineering / technical background and a passion for shaping public-private partnerships that drive sustainable development. The successful candidate will have a minimum of 14 years of professional experience in the sector providing consulting services in infrastructure, transportation, energy or the built environment. GCC experience is preferred, however, this is not essential.
The successful candidate will join an award-winning Technical Advisory Team to drive enhanced client engagement, support work winning, project delivery and to facilitate the expansion of our services.
Key responsibilities and duties are listed, but not limited to, the below:
- Lead and support the delivery of technical advisory services across various sectors in the transaction advisory consulting market with a focus on PPP transaction advice to government agencies, developers and lenders in the GCC.
- Lead and guide others in the delivery of a portfolio of PPP Transactions across the project(s) lifecycle(s) including, but not limited to;
- Business Development, Bid Preparation & Delivery;
- Needs Assessment (Supply & Demand Analysis);
- Feasibility Studies & Market Studies;
- Project Concept & Optioneering Studies;
- Technical Due Diligence coordinating and liaising with multi-disciplinary engineering teams from across the Mott MacDonald global business
- Business Case Preparation (inc. development of cost inputs, design, development, commissioning and operational assumptions, risk register preparation, payment mechanism development and VfM Assessment);
- Tender Document Preparation (inc. Output Specifications, Procurer Requirements)
- Tender Process Management (EoI, RfQ and RfP);
- Tender Evaluation and Negotiation;
- Commercial & Financial Close; and
- Contract Management Unit Activities, post Financial Close.
- Lead and direct others to carry out structured analyses and assessments, and develop reports to a high-quality, with particular attention to structure, clarity of argument and presentation.
- Provide clear and concise subject matter expertise to clients on their assessment of the optimal technical solution, risk allocation, procurement route etc for their asset type.
- Work collaboratively with Financial and Legal Advisors to develop comprehensive solutions
- Lead client meetings and workshops to facilitate project discussions, present findings, assist in identifying project issues and priorities, and progress project solutions.
- When acting as Lead Advisor, ensure the commercial success of the commission and compliance with all company governance requirements. When supporting, ensure that the lead advisor and or project manager is made aware of all developments on the commission that could influence the commercial and compliance outcomes.
- Lead on preparation and conclusion of service propositions to customers and project partners, and ensure all commercial and legal negotiation points are concluded satisfactorily prior to commencement of services (in accordance with the Mott MacDonald BMS).
- Support the planning and delivery of broader business development opportunities, and the management of long-term key customer relationships to enhance sales & increase market share.
- Guide and supervise the internal governance and commercial management of a portfolio of projects, ensuring monthly reporting requirements are delivered
- The ability and willingness to travel and work overseas for short periods of time is a critical element of this role – flexibility and an enthusiasm to support our clients is essential.
Candidate specifications
- A Bachelors and/or Master’s engineering or technical related degree or equivalent.
- Consulting experience in providing technical advisory services for private, public sector and multilateral international finance institutions.
- An excellent understanding of the fundamentals of PPP Technical Advisory consulting
- In depth knowledge of one or more infrastructure sectors offers potential for growth and private sector investment, including but not limited to technical merits, policy and regulation, economic considerations, delivery and or supply chain.
- Experience in the assessment of risks and priorities associated with project development, investment or delivery, in the context of project feasibility and procurement; due diligence; assurance; or monitoring and evaluation.
- Competent in the delivery of detailed analysis in reports and presentations to customers.
- Working as the lead practitioner on medium to large sized assignments, or in a key support role on large assignments. Capable of working with little or no supervision.
- Proficiency in Arabic is preferred due to the nature of the role and the need to engage effectively with Arabic-speaking stakeholders, however, this is not mandatory
