Senior Specialist - Compliance

The Compliance Specialist performs skilled and complex technical quality assurance observation and assessment work. This Senior Specialist - Compliance role reports to a Compliance Surveillance Lead (Manager) to support quality programs for the railway systems maintenance and modernization. The role will support multiple staff and groups to provide transparency and ensure compliance with applicable Washington Metrorail Safety Commission and federal capital project requirements.
Specific duties include:
- Develop compliance surveillance plans and test standards by applying engineering concepts, approaches, techniques, documents, specifications, procedures, and design criteria; adapting and modifying compliance testing approaches as needed
- Investigate compliance issues by collaborating with engineering, planning and design teams, reviewing design data, identifying short-term and long-range issues and mitigations, and researching and applying relevant regulatory and industry compliance standards and codes
- Develop and evaluate new compliance methodologies for qualifying vendors, components, and parts
- Organize compliance program by preparing timetables and applying required resources and equipment
- Periodically re-evaluate best practices to improve compliance surveillance plans and procedures. Measure system performance, analyze and evaluate findings, perform root-cause analysis and forensic analysis of failures as required
- Improve systems compliance by isolating and resolving non-compliance issues
- Perform internal audits and document compliance surveillance by approved methods such test reports, graphical analysis and reporting, audit reports, etc.
- Prepare compliance reports by collecting, analyzing, and summarizing measurement data and trends
- Coordinate necessary analysis, compliance actions, and reporting to address requirements, open issues, and action items
- Support advancement of procurement planning and strategies (“the Plan”) in compliance with the corresponding capital program requirements associated with NextGen and/or correlate compliance progress reporting of the operating and capital budget submission(s) in meeting the Plan, as well as tracking obligation performance against the Plan
- Assist in the formulation and implementation of appropriate procurement policies, regulations, practices, and procedures specific to the project(s)
- Review solicitation package documents for completeness, accuracy, clarity, and adherence to regulations and procedures and assist in analyzing bid responses and compiling recommendations
- Monitor procurements to ensure compliance with all contract terms and conditions and specifications and with FTA requirements; assist the PM with contract negotiations, contract modifications, and contract terminations and assist the Consultant PM with closeout of construction contracts
- Work variable shifts and workdays as part of a team to provide full coverage during all hours of operation and maintenance
Candidate Qualifications
- Associate's degree, or vocational or technical school degree in Engineering, Quality Control/Quality Assurance or related field
- Minimum 4 years of experience in quality control inspection, testing or, an engineering related field focused on maintenance systems and/or transportation systems
- Extensive knowledge, or ability to rapidly attain such knowledge, of contracts, solicitation, and award procedures, and the laws, ordinances, regulations, policies, and procedures that govern the procurement process
- Experience assessing the compliance factors of scopes of work/statements of work for ATC, COMM, or RCOM or related electrical construction contracts
- Knowledge of automated procurement management systems
- Ability to attend meetings with the client on an as-needed basis
- Experience providing compliance oversight and management for large-scale projects is preferred
- Project Management certification is preferred
- Rail Transit experience is preferred
- Excellent skills in oral and written communication (e.g., grammar, vocabulary, spelling, and punctuation) to document, report ideas, and express thoughts and actions
- Proficient in the use of automated data processing systems and personal computer (PC) applications (MS Office Suite, MS Project, MS Visio, and MS SharePoint)
