We are looking for a Urban Planning Policy Specialist based in Surabaya, Indonesia who will support field operations as part of a contingent terms for infrastructure-related projects. This is a temporary position is responsible for performing land and construction surveys to support engineering and construction activities. This includes setting out works, verifying dimensions, collecting spatial data, and ensuring that construction aligns with design specifications and tolerances.
Role Specific Duties:
- Provide technical input to ensure the updated Sustainable Drainage Master Plan (SDMP) aligns with Surabaya’s urban planning frameworks, including RPJMD (2025–2029) and RPJPD.
- Advise on the integration of drainage and flood mitigation strategies into land use and spatial planning policies.
- Support alignment of SDMP with relevant national, provincial, and city-level policies.
- Coordinate with Bappedalitbang, DSDABM, and other city agencies to ensure effective stakeholder engagement.
- Participate in workshops and validation sessions with Surabaya City Government and development partners.
- Provide input in scenario modelling and spatial diagnostics using SAMID and GIS data.
- Advise on planning assumptions, zoning boundaries, and future development projections.
- Support mapping of SuDS opportunities and nature-based solutions (NbS) within urban zones.
- Assist in capacity building and knowledge transfer to strengthen local planning institutions.
- Comply with safety, quality, and ethical standards during planning and coordination activities.

Qualifications:
- Bachelor’s or Master’s degree in Urban Planning, Regional Development, Civil Engineering, or related field.
- Experience in urban planning or policy advisory, preferably in infrastructure or drainage-related projects.
- Strong understanding of Indonesian urban planning frameworks and policy instruments (e.g., RPJMD, RPJPD).
- Proficient in GIS tools and spatial analysis software.
- Experience in stakeholder coordination and multi-agency collaboration.
- Good analytical, communication, and problem-solving skills.
- Ability to work independently and collaboratively in a multidisciplinary team.
- Familiarity with nature-based solutions and sustainable urban drainage systems (SuDS).
- Knowledge of local planning regulations and development control standards.
