Stakeholder Engagement and Knowledge Management Coordinator

Resilience, Adaptation, and Inclusion in Nepal (RAIN) programme is UKaid / FCDO funded programme that aims to strengthen the Government of Nepal (GoN)’s climate change adaptation, mitigation, and disaster risk reduction and management efforts and to help make social protection systems more adaptive and shock-responsive. This will reduce losses and damage and build the resilience of the most vulnerable communities at risk of natural (climate-induced and earthquake) hazards. RAIN will provide technical assistance to three spheres of the government on strengthening systems to design, develop, and implement policy, planning, and budgeting systems to support the at-risk communities in adapting to climate change and preparing and responding to natural hazards. It aspires to unlock additional climate finance for adaptation and mitigation, support the work on early action and early warning to build community resilience and make existing social protection systems adaptive and shock responsive. Inclusion, evidence, and strategic learning underpins the entire programme. The RAIN programme has four components:
Component A: Technical Assistance (TA) and Strategic Learning Unit (SLU)
Component B: Climate Adaptation and Finance (implemented through multilateral agencies)
Component C: Community Resilience, Early Action, Adaptation, and Inclusion (implemented through civil society consortium partners)
Component D: Adaptive and Shock Responsive Social Protection (implemented through an international financial institution)
Mott MacDonald was awarded as a supplier for the component A (TA and SLU) of the RAIN programme, which was started from 01 November 2024. The RAIN TA has been designed to support for transformative change in the Government of Nepal’s responses to climatic and non-climatic shocks, building the resilience of some of the most vulnerable communities in Nepal. MM has reimagined and proposed the TA to be transformative which is underpinned by the ‘system strengthening’ approach rather than ‘project delivery’ alone, by placing political economy, empowerment and systems thinking at its core.
Expected impact of RAIN TA: Resilience of vulnerable groups and communities to climate risks and other hazards is built through increased government capacity to prevent, adapt, anticipate, and absorb shocks.
Outcomes:
- The GoN accesses international climate finance to meet the national climate goals, especially the NAP of Nepal.
- The GoN uses its own fiscal resources to allocate, spend and monitor its interventions on climate and DRR/M.
- Improved resilience of communities to cope from natural hazards (climate and non-climate induced) shocks.
Output areas / Workstreams: The RAIN TA comprises of four workstreams or output areas:
- Federal Engagement: To improve policy coherence and alignment at the federal level.
- Provincial and Local Engagement: Strengthen alignment of local and provincial budgets and expenditures with policies.
- Access to Climate Finance: To support a strengthened GoN system to access international climate finance.
Strategic Learning Unit: SLU will lead on Monitoring and Strategic Learning (M&SL) across the RAIN portfolio based on a flexible and adaptive management approach informed by data and evidence, political economy and GEDSI.
The RAIN TA SLU intends to increase its engagement efforts across stakeholders, and increase its capacity for adaptive management informed by learning across the programme and by responding to demand from the Nepal’s transitioning Government. These efforts will be led by the Strategic Learning Unit (SLU) of our team, in close collaboration with the other TA workstreams, and RAIN partners.
Our SLU is led by the Monitoring and Strategic Learning (M&SL) Lead, and we are seeking a Stakeholder Engagement and Knowledge Management Coordinator to support delivery of the SLU’s objectives. This is a position within the SLU of our team and will report directly to the M&SL Lead.
The Stakeholder Engagement and Knowledge Management Coordinator will work under the direction of the M&SL Lead and will support the M&SL Lead to achieve the following objectives of the SLU:
- Driving strategic learning, innovation, evidence, results monitoring, value for money, knowledge management and communications.
- Reporting progress to FCDO and key stakeholders
- Coordinating programme review and evaluation – including design, planning, and authorship of insightful review reports.
- Delivery of the Monitoring and Reporting strategy, planning, systems development, and capacity building. Including: development of data collection templates and methodologies, development of digital data collection tools and dashboards.
- Delivery of the Strategic Learning plan, managing the generation of learning products in collaboration and coordination with RAIN TA SLU team, other RAIN Component Partners, and FCDO.
- Mainstreaming of GEDSI to ensure integration into all TA interventions and SLU products
- Coordinate with the Project Manager in relation to Value for Money activities and provide inputs where required.
The main focus of the Stakeholder Engagement and Knowledge Management Coordinator will be engagement, communication and knowledge management. To achieve this, the position holder will be expected to:
Collaborate and engage with the RAIN TA workstreams, federal- and provincial-level embedded staff, RAIN partners and FCDO in the design and
- implementation of stakeholder engagement, communication and knowledge management strategies and approaches, including collecting and disseminating success stories and supporting learning exercises and events.
- Lead stakeholder mapping and prepare a stakeholder strategic engagement strategy and communication plan (workstream-wise and combined).
- Support the preparation of knowledge products to facilitate the sharing of lessons and disseminate outputs of RAIN programme as required by SLU and FCDO.
- Provide support to the embedded staff at the federal ministries and provincial and local governments for knowledge management (with field visits in the project provinces and local level)
- Support RAIN TA SLU in generating and disseminating management information and results data to inform decision making for FCDO across the interlinked RAIN components.
- Facilitating information sharing and identifying synergies across the programme and through strategic partnerships.
The position holder will provide general support to the M&SL Lead in the operations and management of the SLU. In addition, the Team Leader and M&SL Lead will delegate authority for implementation of certain activities directly to the Strategic Engagement and Knowledge Management Coordinator – examples of such activities may include:
- Preparing and/or reviewing draft technical deliverables (such as learning products) and progress reports
- Preparing for key engagement meetings and events, including preparing presentations for, and minutes of, key meetings (such as Steering Committee meetings and Project Board meetings)
- Coordinating the development of annual workplans
- Tracking and updating the progress and results against the Adaptive Result Framework (ARF), in coordination with workstream leads.
- Supporting the ‘M&SL Lead’ to carry out strategic learning and to document project’s ongoing learning and preparing dissemination plan.
- Knowledge Management activities
The post holder will be expected to travel when required to support delivery and engagement at the provincial and local level for effective collaboration and coordination with RAIN’s implementing partners.
This position will require close collaboration with the project’s Operations Team, Workstream Coordinators and Project Manager, as well as RAIN partners and stakeholders.
In addition to experience and skills in stakeholder engagement and knowledge management, we are looking for a candidate with excellent communication and management/coordination skills.
- Communication Skills: Should have strong verbal and written communications skills, including the ability to communicate complex concepts to non-experts. Must be confident and able to communicate effectively with stakeholders and team members at all levels (including senior). This role also requires drafting briefs, reports, and the ability to deliver presentations to a diverse audience. Excellent written and oral Nepali and English language skills are required.
- Project Management: Should have strong project management skills, including experience in coordinating multidisciplinary experts, developing project plans, tracking progress, and managing project budgets. Knowledge of project management tools is helpful.
- Stakeholder Engagement: Should be skilled in stakeholder engagement and able to effectively communicate with diverse stakeholders, including government officials, private sector, civil society organisations and international investors and donor community.
- Knowledge Management: experience in developing and implementing knowledge management systems; facilitating knowledge capture and sharing; maintaining knowledge systems; developing evidences base, synthesizing evidence to produce knowledge reports.
- Technical experience: technical experience and capacity to support climate change adaptation and climate finance strategies and goals would be beneficial.
- Teamwork: should be able to work in a multinationals and diverse team, contributing to an amicable working environment for synergy and collaboration among different teams and workstreams.
