Resilience, Adaptation, and Inclusion in Nepal (RAIN) programme is UKaid / FCDO funded six-year long programme that aims to strengthen the Government of Nepal (GoN)’s climate change adaptation, mitigation, and disaster risk reduction and management efforts and to help make social protection systems more adaptive and shock-responsive. This will reduce losses and damage and build the resilience of the most vulnerable communities at risk of natural (climate-induced and earthquake) hazards. RAIN will provide technical assistance to three spheres of the government on strengthening systems to design, develop, and implement policy, planning, and budgeting systems to support the at-risk communities in adapting to climate change and preparing and responding to natural hazards. It aspires to unlock additional climate finance for adaptation and mitigation, support the work on early action and early warning to build community resilience and make existing social protection systems adaptive and shock responsive. Inclusion, evidence, and strategic learning underpins the entire programme. The RAIN programme has four components:

 

Component A: Technical Assistance (TA) and Strategic Learning Unit (SLU)

Component B: Climate Adaptation and Finance (implemented through multilateral agencies)

Component C: Community Resilience, Early Action, Adaptation, and Inclusion (implemented through civil society consortium partners)

Component D: Adaptive and Shock Responsive Social Protection (implemented through an international financial institution)

 

System strengthening of CFU:

  • assist in deepening the stakeholder analysis and engagement strategy with a focus on climate finance stakeholders (e.g. CFU, MoF, Technical Committee, Accredited Entities/Implementing Entities/Agencies).
  • assist in the design and implementation of a systems strengthening roadmap for MoF CFU.
  • engage with MoF CFU and MoFE to strengthen working relationships for greater coherence between climate planning and access to international climate finance.
  • Identify and leverage opportunities to strengthen policy coherence and systems in coordination and under the overall leadership of government officials, ensuring that the government’s role will not be substituted, weakened, and overlooked.
  • participate in relevant trainings on systems strengthening (e.g. soft skillsets, stakeholder mapping, problem driven approach to solution identification).
  • contribute to training sessions, workshops, and seminars to enhance the skills of the CFU staff and targeted climate finance stakeholders as appropriate (e.g. Technical Committee, MoFE, Accredited Entities/Implementing Entities/Agencies, GCF Secretariat etc.).

 

Direct delivery support to CFU

  • collaborate with GCF Liaison Officer for Nepal to identify opportunities to maximise synergies between RAIN TA SLU and GCF Secretariat support
  • support the MoF CFU in engaging with project proponents to accelerate the project preparation and submission of the MoF CFU prioritised pipeline for vertical climate funds (including GCF), with a focus on i) assessing existing gaps in the pipeline in terms of National Adaptation Plan (NAP) priorities and sectors, and ii) targeting any engagements with DAEs and line ministries to address those gaps.
  • assist the MoF CFU in organising regular climate finance technical committee (1 x meeting per year) and climate finance steering committee meetings (1 x meeting per year or on need basis).
  • assist the Climate Finance and Adaptation Thematic Lead to deliver a training on vertical funds of the CFU team and Technical Committee supporting the consultation process for the country climate finance strategy (being developed by the MoF CFU).
  • assist the consultation process led by MoF CFU for finalising the country climate finance strategy.
  • assist the MoF CFU in specific day-to-day tasks. The specific tasks will need to be pre-agreed with the Climate Finance and Adaptation Thematic Lead and be complementary to the support to be provided by GCF Liaison Officer.

 

Key skills, qualifications and experience

 

 

Technical experience: technical experience in climate finance and institutional strengthening. GCF project preparation experience is highly desirable.

Leadership:   strong leadership skill and can work in high pressure environment in government office environment and ability to multitask.

Analytical and writing skills: excellent analytical, writing and presentation skills.   She/he is proficient in MS Office packages (Excel, Word, PowerPoint) and Web Conferencing Applications (MS Teams).

Communication and relationship management: experience in building strong relationships and establishing trust to influencing key government high officials and  technical teams.

Academic qualification: Master’s in Humanities, Management, Forestry and Natural Resource Management or any other similar discipline.
