The Ethics, Compliance & Risk Manager is a key member of the Commercial and Operations team, reporting to the International Development Services (IDSR) Ethics, Compliance & Risk Senior Manager. 

 

This role supports the delivery of the ethics and compliance programme across IDSR-managed territories and projects, provides oversight of the governance of territories under the responsibility of IDSR, working with IDSR Territory Managers to ensure that all IDSR-managed territories are compliant with all legislative, Mott MacDonald STEP, and IDSR territory management requirements as identified by the IDSR Territory Audit Checklist.  In addition, the role supports projects to maintain robust and standardised internal control frameworks throughout the business, by undertaking proactive reviews of project internal controls to test their functionality, and by performing reactive audits where ethical concerns have been detected.

 

Responsible for providing best practice guidance, and supporting the overall improvement in the controls environment, providing direct support to our International Development projects. 

 

Key Responsibilities 

 

GOVERN: Territory Management

 

  • Establish and maintain a culture of continuous improvement in Territory Management across the Unit acting as facilitator between internal and external stakeholders to ensure compliance is maintained across multiple dynamic territory environments.
  • Support IDS Territory Managers to set up and maintain operations in compliance with local legislation, MM STEP standards, and IDSR territory management requirements as identified in the Territory Management Handbook and Annual Territory Management Audit Checklist. 
  • Maintain action lists to address identified compliance concerns, and track progress to completion.  Maintain a renewals schedule for each IDSR-managed territory to track expiry dates of all licences, permits, filings and registrations, and work with each IDSR Territory Manager to commence the renewals process in advance of expiry, and to make sure that all required filings are made in advance of due dates, to prevent compliance gaps from occurring.
  • Set up a six-monthly schedule of review meetings for each IDSR-managed territory, between the Territory Manager and the IDSR Territory Management Review Committee.  
  • Facilitate the annual review, and update of the IDSR Territory Management Handbook with functional experts.
  • Maintain territory management archives of key documents on IDSR Resources in compliance with GDPR requirements.
  • Set up and maintain a Teams Group for IDSR Territory Managers for purposes of knowledge sharing, and support.
  • Set up a schedule of forums to take place every two months for IDSR Territory Managers for training, knowledge sharing, and support.
  • Use trend analysis to identify underlying trends, training needs, or systemic issues to be rectified.
  • Provide advice and support to bid and project teams in the bidding, mobilization, operation and demobilization phases of projects as required.

 

GOVERN: Ethics & Compliance

  • Undertake proactive counter-fraud audits of projects, to agreed ToRs, and with written outputs in the standard investigation report format. 
  • Undertake reactive reviews of ethical concerns once these have been raised, to agreed ToRs, and with outputs in the standard investigation report format. 
  • Share recommendations for controls improvements identified through reviews across all IDSR projects.
  • Develop and maintain standardised project resources (templates) for use by all projects managed by IDSR.  Facilitate the update of the standard IDSR territory operations manual.
  • Develop and implement digital solutions for IDSR projects to improve controls, and efficiency (e.g. through applications for online event registration).
  • Raise awareness of ethical issues (e.g. gifts and hospitality; conflicts of interest; counter-fraud; anti-bribery), and support the delivery of training on ethical issues across IDSR projects.  Facilitate discussions in projects around ethical issues.  Raise awareness of Our Code with project staff.
  • Support bid and project teams to incorporate and implement ECR matters within their projects.

 

GOVERN: Risk

  • Plan, support and follow up on quarterly meetings of the IDSR Risk Committee.
  • Maintain and update the IDSR Risk Register on a quarterly basis.
  • Engage with Regional and Group Enterprise Risk Management colleagues to implement risk initiatives, and communications.
  • Produce risk reports as required.
  • Project manage the actions/mitigations.
  • Own responsibility to manage ethics and compliance related risks where appropriate.
  • Support an IDSR-wide standard approach to risk management and risk assessments.
  • Support bid and project teams to assess and manage risks.  Identify common risk themes on IDSR projects, raise these for discussion at the IDSR Risk Committee, and incorporate project risk themes on the IDSR Risk Register.

 

LEARN:

  • Undertake suitable continuous professional development to ensure the understanding of the latest legislation, guidance and advice to perform the role remains current.
  • Develop commercial and operations thought leadership, add to the commercial practice site.
  • Become an active member of the commercial and operations community within IDSR.

 

Key Performance Indicators

  • Territory Audit Checklists for IDSR-managed territories fully compliant.
  • Full compliance with MM STEP requirements.
  • Reactive investigations completed within 8 weeks, and resolutions agreed with client within 12 weeks.
  • Monthly training sessions to project teams to raise awareness of ethics & compliance issues.

 

Candidate Specification

 

  • Qualification in relevant field (Legal, Finance, Risk).
  • Willingness to undertake frequent travel to low and middle income countries (up to 25% of time).
  • Understanding of ethics and compliance legislation relevant to IDSR business (e.g. UK Bribery Act 2010; GDPR; competition law; sanctions).
  • Knowledge of Enterprise Risk Management in the context of a multinational corporate.
  • International development sector experience
