The Mott MacDonald Strategy & Transformation Group has developed market-leading recognition in their ability to advise, structure and deliver Alternative Procurement Transaction Advisory Services across North America.  To continue to deliver to our clients, we have set ourselves challenging growth ambitions to further increase our market share and diversify our service offerings.

The Strategy & Transformation Group exists to support asset owners, operators, government departments and agency’s structure and implement a wide range of procurement models, including; Public Private Partnerships (P3s), Design Build (DB), Progressive Design Build (PDB), and Construction Manager / General Contractor (CM/GC) particularly in the Transit, Water and Ports sectors.

We are seeking a Principal Technical Advisor with deep expertise in Alternative Procurement and P3 transaction advisory to lead and deliver complex infrastructure projects across the West Coast of North America. This role is ideal for a consulting professional with an engineering / technical background and a passion for shaping projects that drive sustainable development.

The successful candidate will have a minimum of 15 years of professional experience in the sector providing consulting services in infrastructure, transportation, energy or the built environment. Experience in delivering California projects is preferred, however, this is not essential.

The successful candidate will join an award-winning Technical Advisory Team within the Strategy & Transformation Group to drive enhanced client engagement, support the winning of work, deliver exceptional projects and facilitate the expansion of our services.

Key responsibilities and duties are listed, but not limited to the below:

  • Leading and supporting the delivery of Technical Advisory services across various sectors in the transaction advisory consulting market with a focus on Alternative Procurement and PPP transaction advice to government agencies, developers and lenders in North America.
  • Leading and guiding others in the delivery of a portfolio of Alternative Procurement and PPP Transactions across the project(s) lifecycle(s) including, but not limited to;
    • Business Development, Bid Preparation & Delivery;
    • Needs Assessment (Supply & Demand Analysis);
    • Feasibility Studies & Market Studies;
    • Project Concept & Optioneering Studies;
    • Technical Due Diligence coordinating and liaising with multi-disciplinary engineering teams from across the Mott MacDonald global business
    • Business Case Preparation (inc. development of cost inputs, design, development, commissioning and operational assumptions, risk register preparation, payment mechanism development and VfM Assessment);
    • Tender Document Preparation with a particular focus on the development of Technical Specifications and Procurer Requirements)
    • Tender Process Management (RfI, RfQ and RfP); and,
    • Tender Evaluation and Negotiation;
  • Leading and directing others to carry out structured analyses and assessments, and develop reports to a high-quality, with particular attention to structure, clarity of argument and presentation.
  • Providing clear and concise subject matter expertise to clients on their assessment of the optimal technical solution, risk allocation, packaging solutions and procurement model selection.  
  • Working collaboratively with Financial and Legal Advisors to develop comprehensive solutions
  • Leading client meetings and workshops to facilitate project discussions, present findings, assist in identifying project issues and priorities, and progress project solutions.
  • Ensuring the commercial success of the commission and compliance with all company governance requirements.
  • Leading in the preparation and conclusion of service propositions to customers and project partners, and ensure all commercial and legal negotiation points are concluded satisfactorily prior to commencement of services.
  • Supporting the planning and delivery of broader business development opportunities, and the management of long-term key customer relationships to enhance sales & increase market share.

Candidates who can demonstrate the following skills and experience will be considered for the role:

  • A post-secondary degree with 15+ years of career experience related to the development of technical procurement documentation, engineering, and/or infrastructure development.
  • Demonstrable knowledge and experience of preparing P3, CMGC, or PDB contracts.
  • Proven history of winning and successfully delivering work in the transit, water and/or ports sector, including client engagement, proposal leadership, and project execution.
  • Familiar and proficient with project management processes.
  • Experience of projects in multiple sectors (e.g., Built environment, Transportation, Water, Energy, etc.).
  • Excellent interpersonal skills and experience of leading and working within a team.
  • Excellent written and presentation skills.
  • Able to work independently and unsupervised.
  • Positive attitude, team player.

The expected salary for this position is $159k - $176k

Individual pay is determined based on several factors such as work location, education, experience, and unique skills.
