We are seeking a highly experienced and credentialed Level 3 Safety Manager to oversee field safety operations on complex transportation infrastructure projects funded or managed by OCTA, including those located within the Metrolink Right-of-Way (ROW). This role requires expertise in Cal/OSHA compliance, robust safety management in rail environments, and the ability to coordinate with both public agency stakeholders and private contractors.

The Safety Manager will serve as the lead safety representative and ensure compliance with OCTA’s Construction Safety Program and Metrolink’s strict rail safety protocols, including training, badging, and access control. Candidates must demonstrate a deep understanding of worksite risk management, particularly near active rail lines and public right-of-way environments.

The Safety Manager will serve as the lead safety representative and ensure compliance with OCTA’s Construction Safety Program and Metrolink’s strict rail safety protocols, including training, badging, and access control. Candidates must demonstrate a deep understanding of worksite risk management, particularly near active rail lines and public right-of-way environments.

Key Responsibilities

  • Serve as the field safety monitor for OCTA-funded construction projects, with emphasis on work within or adjacent to Metrolink rail corridors.
  • Monitor contractor compliance with Cal/OSHA Title 8 regulations, OCTA’s project-specific safety plan, and Metrolink’s ROW safety protocols.
  • Coordination with Metrolink’s System Safety and Operations teams for access approvals, safety briefings, and compliance with flagging requirements.
  • Conduct periodic site safety inspections; document hazards, observations, and corrective actions using standardized forms.
  • Respond to safety incidents within 1 hour and lead assist post-incident investigations in accordance with OCTA and Metrolink reporting procedures.
  • Identify and report stop-work procedures in unsafe conditions to the contractor safety representative and monitor resolution of safety violations.
  • Oversee implementation of Rail Safety Training and monitor compliance with all badging, escort, and FRA-governed requirements for personnel within Metrolink ROW.
  • Maintain and submit weekly Safety Status Reports to OCTA Construction and Safety personnel.
 

Minimum Qualifications

  • Active CHST certification (Construction Health and Safety Technician) – required.
  • OSHA 510 or 500 certification – required.
  • First Aid/CPR/AED certification – required.
  • Metrolink Rail Safety certification - required.
  • Minimum of 8 years of construction safety management experience, including experience with active railroad environments.
  • Proven experience with Cal/OSHA Title 8, MUTCD, and FRA compliance requirements.
  • Ability to interpret and enforce Metrolink, SCRRA, or other commuter rail safety protocols.
 

Required Rail Safety Credentials

  • Completion of Metrolink ROW Safety Training (or ability to complete within first 30 days of employment)
  • Experience coordinating with SCRRA or BNSF flagging operations
  • Knowledge of work windows, foul time, and access control protocols
  • Familiarity with FRA Drug and Alcohol testing policies (49 CFR Part 219)
 

Preferred Experience

  • Prior safety oversight experience on OCTA, LA Metro, Caltrans, or similar public agency transportation projects.
  • Oversight of high-risk scopes such as:
  • Grade separations and bridge construction
  • Rail corridor improvements
  • Night and weekend work in active ROW
  • Demolition, utility relocation, or hazardous materials abatement in constrained urban environments

The expected salary for this position is $150,000- $183,000

Individual pay is determined based on several factors such as work location, education, experience, and unique skills.
