Mott MacDonald is seeking a qualified CEI Assistant Project Administrator/Project Engineer to join its Florida CEI team, with positions available in Orlando or Tampa. Candidates must meet specific experience requirements: those holding a relevant degree require two years of engineering experience in transportation projects, while non-degree holders must have at least eight years of CEI or construction experience, including two years in transportation. Applicants will be responsible for effective communication, independent problem-solving, directing staff, and managing both progress and final estimates throughout construction projects. All applicants are required to provide a current list of certifications and their expiration dates.
Responsibilities include:
- Promote effective communication with contractors, ensuring accurate information exchange, timely submittals, documentation of project activities, progress meeting minutes, and action items from pre-construction support services through construction and final acceptance.
- Write or supervise the preparation of reports and correspondence, and maintain communication with contractors, project team members, stakeholders, and the client.
- Plan, schedule, coordinate, and communicate with contractors to ensure compliance with the contract, FDOT procedures/directives, and construction project reporting and documentation processes.
- Exercise independent judgment in planning work details and making technical decisions related to project office aspects.
- Establish and maintain records and files in accordance with Federal and State regulations for construction projects, including funding compliance and reporting, coordination of material inspections, and QA/QC processes for project reporting.
- Monitor construction costs and support contract price negotiations for modifications, including estimating and tracking market price trends.
- Manage and track pay estimates and invoices, including pay factor adjustments.
- Prepare and process construction contract changes as Field Work Orders and Supplemental Agreements in coordination with the CEI management team.
- Provide administrative support for managing project schedules and budgets to ensure timely and cost-effective completion.
- Demonstrate knowledge of FDOT Procedures, including CPAM, and related construction and financial management systems such as PrC, MAC, UAM, etc.
- Communicate effectively in English, both verbally and in writing.
- Receive general instructions for assignments while exercising initiative and independent judgment to resolve work-related problems.
- Direct and assign specific tasks to administrative and field staff, assisting in all phases of the construction project.
- Oversee progress and final estimates throughout the project duration.
We invite applications from candidates with the following experience:
- Possess a degree in Engineering, Engineering Technology, or Construction Management; prior construction experience is preferred.
- Alternatively, be a high school graduate or equivalent with at least four years of experience in construction office management involving project-related duties (such as the Materials Acceptance and Certification (MAC) System, progress and final estimates, EEO compliance, and processing Construction Contract changes), or have two years of experience with 3D Modeling and CADD.
- Demonstrated proficiency in standard word processing software.
- Capable of exercising independent initiative to support the supervisor by relieving clerical detail.
- Assist the Project Administrator in office-related tasks such as quantity tracking.
- Technical Experience:
- Ability to become proficient in Trimble Business Center - Heavy Construction Edition (HCE) or approved surface-to-surface comparison software and Engineering Menu.
- Proficiency includes:
- Understanding required surfaces from the designer.
- Interpreting survey data from the field.
- Preparing survey data for use in relevant software.
- Generating accurate earthwork quantities using the software.
- Competence in preparing and updating spreadsheets, progress and final estimates, EEO compliance documentation, and processing Construction Contract changes.
- Work performed under the general supervision of the Senior Project Engineer and staff.
- Familiarity with the Department’s procedures covering the stated project-related duties and proficiency in necessary computer programs.
- Qualifications and Certifications:
- Required qualifications or certifications for this role may be obtained within six months from hire, provided supervision and direction are given by a Senior Project Engineer, all other role requirements are met, and a training plan is in place detailing acquisition timelines.
- Applicants must supply a current list of CTQP and other certifications, including expiration dates, as part of the application process. Required certifications include:
- FDOT Advanced MOT
- CTQP Final Estimates Level II
- CTQP Quality Control Manager
- CTQP Asphalt Roadway Level I & II
